Until removed the orange netting around new bunkers at 2, 4, 6 and 7th holes should be treated as an immovable obstruction.  Relief taken under rule 24 2b.  The bunkers are GUR and therefore become out of play.  Relief will be the same rule 24 2b.

 Explanation     of Relief   

If your ball lies inside the netting you would drop within one club length of the nearest point of relief, which is not nearer the hole that avoids interference to your stance or your intended area of swing and is not on the putting green.  No penalty.      (Please leave you ball and collect from the Pro Shop the next day.)

 If your ball lies outside the netting and the netting interferes with your stance or your area of swing, you get relief within one club length of the nearest point of relief which is not nearer     the hole that avoids interference and is not on the putting green.  No     penalty.  The on the putting green element of relief would only apply to holes 4 and 7.   

Objective

To protect the newly turfed areas around the bunkers.  Giving the turf a chance to take root and establish     itself.  These areas will remain this way until Spring next year.  As you can imagine, a host of golfers walking across these turfed areas and particularly any of those with a degree of slope would turn the turf into a muddy mess incredibly quickly.  In short a waste of time, money and effort.  The greens staff bring back balls each     morning that are collected from inside the netting so you can get your balls back from the shop.  Obviously if your ball is inside the  netting you would need to put any other ball into play.
